Wednesday are expecting big things from their 18-year-old striker, son of Owls stalwart David, but want him to get some first-team experience and the League One Millers have expressed an interest in taking him to the AESSEAL New York Stadium.
Hirst was watching the Millers' Checktrade Trophy clash with Manchester City Under-21s on Tuesday night, while Carvalhal has a good relationship with his counterpart Paul Warne.
"George has a lot of clubs interested in him - teams from League One and League Two," Carvalhal told Press Association Sport.
"We will choose the best option for him but it is something that is not in my hands.
"I talked with him last season and told him the best way to move forward this season was to play in League One or League Two and play often.
"It's absolutely open, I know Rotherham are interested in him but a lot of clubs are.
"I know the coach at Rotherham, if he goes there I would be happy.
"There are other clubs interested in him, but if you want to talk specifically about Rotherham I would be happy for him to go there because I know the coach and he would be in good hands."
Hirst, who is also interesting Walsall and Mansfield, has a prolific goalscoring record at youth team, reserve team and England youth international level but has yet to break into the first-team picture at Hillsborough.
Leicester were reported to be trying to buy him, but the Owls are in the process of giving him a new deal and will only allow him to leave on loan.
The Portuguese added: "The moment he signs a new contract will be the moment we find him a club to play, that is a process. When we find him a club, he will sign at that moment."
